Law enforcement officers know that it’s the ID card, not just a badge, which confirms the identity of the police officer. ID cards often bear a photograph of the individual and give other identifying data of the person such as rank, serial number, age etc. The problem is that badges are easy to come by and ID cards are fairly easy to manufacture, especially if the examiner doesn’t have anything to compare them to, and might not even know what an ID card from the agency in question looks like.
