Comprehensive Protection: The New Identity Documents of Kyrgyzstan and KINEGRAM PCI with Full Data Protection

Four Documents, One Security Platform

Introducing a new generation of one government credential is already a complex project. Kyrgyzstan has gone considerably further: its new biometric passport, national ID card, driver’s license and vehicle registration card are all using polycarbonate substrate and are all secured with KINEGRAM PCI with Full Data Protection (FDP).

The result is a practical example of how the same security concept can be implemented across an entire national document family – adapted to different document formats, personalization layouts and use cases, while maintaining a coherent approach to security, design and document verification.

What is KINEGRAM PCI with Full Data Protection?

OVD Kinegram implements Full Data Protection (FDP) as a security and design platform that allows the creation of highly advanced security elements for polycarbonate-based identity documents. A KINEGRAM PCI with FDP element can include different technologies and optical effects based on the KINEGRAM technology, which are deliberately distributed across the passport data page or ID card, with the aim of systematically protecting all relevant or desired areas, especially the portrait and the personalization.

A key characteristic of the FDP concept is the very close design integration of the KINEGRAM element with the document’s security print. Rather than appearing as an isolated security feature, the KINEGRAM and print can form one coherent visual concept. Motifs and optical effects create recognizable verification landmarks and can tell a visual story that helps make document inspection more intuitive and easier to remember.

This combination of comprehensive protection, integrated design and intuitive verification forms the foundation of the FDP platform.

One Security Platform Across Four Documents

The new documents of Kyrgyzstan demonstrate the flexibility and adaptability of the Full Data Protection approach.

The four credentials have different purposes and requirements. The passport uses an ID3-format polycarbonate data page, while the ID card, driver’s license and vehicle registration are ID1-format cards. Their portraits, personalized information, document layouts and typical inspection scenarios differ accordingly.

KINEGRAM PCI with FDP provides a common security and design architecture that is implemented in four very different, distinct ways in these four documents. Each implementation is optimized for the respective credential while following the same underlying Full Data Protection principles.

The Biometric Passport

The new Kyrgyz biometric passport is a complete redesign with a sophisticated security architecture incorporating more than 30 Level 1, 2 and 3 security features, including two transparent windows and an electronic chip.

The KINEGRAM PCI with Full Data Protection is a prominent element among the security features. Integrated across the polycarbonate data page, it selectively protects the personalized information. The optical security effects are integrated into motifs that echo and complement the passport’s overall design. Rooted in Kyrgyz national tradition, it includes iconic images and symbols such as the hero Manas on his horse.

The result demonstrates how FDP can become a fully integral part of a modern biometric passport rather than an additional element applied independently of its design.

The National ID Card

The new polycarbonate national ID card transfers the same security concept to the more compact ID1 format.

One of its defining visual elements is the tunduk, the circular crown structure of the traditional Kyrgyz yurt and a central motif of the national flag. Within the KINEGRAM, the motif is complemented by sun rays incorporating distinctive optical effects.

As for the passport, the feature is closely connected to the card’s security print, continuing the visual language used throughout the new Kyrgyz document family.

The Driver’s License

The ISO/IEC 18013 compliant driver’s license demonstrates yet another application of the FDP platform. Its modern vertical layout provides space for a particularly large portrait, supporting reliable visual comparison of the document holder with the photograph.

KINEGRAM PCI with FDP is particularly suitable for such layouts because the security element can offer selective protection across large areas, including the prominent portrait and personalized information, without compromising their visibility.

The document therefore combines a different format and information hierarchy with the same basic Full Data Protection approach used in the passport and ID card.

The Vehicle Registration Card

The fourth implementation takes the concept beyond conventional identity credentials.

Kyrgyzstan’s new vehicle registration card is also produced using polycarbonate substrate and secured with KINEGRAM PCI with FDP. It additionally incorporates a cryptographically secured barcode that supports digital verification.

This combination illustrates how optical physical security and digital authentication mechanisms can complement one another, and how the FDP platform can be adapted to credentials with requirements that may differ from those of passports or national ID cards.

Implementation Expertise at Document Family Scale

Although the four documents differ in format and function, they share a recognizable visual language rooted in Kyrgyz culture and national identity.

The recurring design elements and motifs establish visual continuity and extend between the security print and the KINEGRAM elements. Their motifs and precisely engineered optical effects create identifiable visual landmarks that can guide the examiner through the document during an authenticity check.

The approach demonstrates the principle behind storytelling with Full Data Protection: security effects are not simply distributed across the surface. Their placement, relationship and interaction with the print are deliberately designed so that the document communicates how it should be inspected.

Across a document family, such consistency could possibly even allow authorities to establish a recognizable verification logic across different credentials, while still giving each document its own design and security characteristics.

This design consistency and integration success is the result of a close cooperation between document design and OVD Kinegram’s design and technical specialists. The collaboration allowed to achieve documents that offer visual clarity, an optimized relationship between individual design elements and compatibility with high-speed industrial production.

The Kyrgyzstan references also demonstrate how a common security platform can be extended across different document types. ID1 cards and ID3 passport data pages impose different spatial and technical requirements. Portrait sizes and personalization zones vary. With FDP, the security design responds particularly well to the specific function and design of each credential.

The Kyrgyzstan document family clearly illustrates that one underlying security concept can be translated successfully into four distinct government documents, and that KINEGRAM PCI with FDP is not limited to single flagship credentials.

A Consistent Design Language for a National Document Family

Across Kyrgyzstan’s biometric passport, national ID card, driver’s license and vehicle registration card, KINEGRAM PCI with FDP provides a common platform for comprehensive data protection, integrated document design and intuitive visual verification – adapted individually to the requirements of each credential.

The four documents have also been nominated for the 2026 High Security Printing Asia awards, with the complete portfolio entered in the Best Document Series category.

As a coherent portfolio, these four documents are exemplary not only in their technical security level, but also in how consistently they support inspection workflows. They offer a practical reference for issuing authorities considering the next generation of their own credentials: achieving coherent document security across a broader national portfolio.
